Telecommunication Carriers, Billing Aggregators and Service Providers must register with the Montana Public Service Commission.
If you are a telecommunications carrier you will also need to register as a service provider if you forward the charge for your product or service to a billing aggregator or billing agent. If you are a telecommunications carrier providing your own billing you do not need to register as a service provider.
The law requires billing aggregators and service providers to register with the Montana PSC as a prerequisite for billing Montana telephone accounts. Billing aggregators and billing agents may not provide billing services for a service provider unless the service provider is registered with the PSC. The PSC may revoke the registration of a billing aggregator that bills for an unregistered service provider. Similarly, a billing agent must verify that a billing aggregator is registered with the PSC in order to include that billing aggregator’s charges on Montanans’ telephone bills. Billing aggregators and billing agents will find lists of registered billing aggregators and service providers on the Montana PSC website.
There is a paper registration and our on-line form to complete.
The Montana PSC requires billing aggregators and service providers to complete and submit the paper registration form according to the instructions and registration requirements on the form.
In addition, billing aggregators and service providers must also complete and submit the electronic registration form. The electronic form will be posted on the PSC’s website after the written registration is received and reviewed by the PSC. The registration will not be effective until the electronic form is posted.
