Montana Public Service Commission Appoints New Executive Director

The Montana Public Service Commission (PSC) announced the appointment of the agency’s new Executive Director, David Sanders. Sanders is a fourth-generation Montanan who has more than three decades of experience in federal, state, and local government. 

 

The PSC’s Executive Director serves as the agency’s chief administrative and fiscal officer, as well as the director of communications. The Executive Director’s specific duties include planning, directing, managing, and supervising the internal operations of the Commission; successfully executing the approved plans and policies of the agency; and overseeing the Commission’s budget and public information operations.

 

Commission President James Brown said of the appointment, “Mr. Sanders brings a wealth of experience in public sector agency management to the Commission. His expertise in making government agencies more results-oriented, effective, and efficient will be invaluable to the Commission as we continue the ongoing efforts to improve the Commission’s operations for the benefit of all Montanans.” 

 

“It is a demanding job with a significant amount of internal and external pressure,” added Vice President Jennifer Fielder. “Mr. Sanders brings the right mix of professional skills to help the Commission accomplish its important mission and strategic goals.”

 

Sanders previously served as a member of the Senior Management Team of the U.S. Department of Transportation (DOT). He was also the chief executive of one of that agency’s operating administrations with important safety, regulatory, economic, and environmental protection responsibilities. While at U.S. DOT, Sanders helped the agency to become the first Performance Based Organization and the first internationally quality-assured agency under the ISO 9001 quality assurance regime in the U.S. government.     

 

Prior to his service in the federal executive branch, Mr. Sanders served as the staff director of the Subcommittee on International Economic Policy and Trade of the U.S. House of Representative’s Committee on Foreign Affairs. Sanders also served as a management consultant specializing in designing and building performance management and performance improvement systems for federal, state, and local government organizations.    

 

The Montana Public Service Commission regulates private investor-owned natural gas, electric, landline telephone, water, and sewer companies, certain motor carriers, and oversees natural gas pipeline safety and intrastate railroad safety. State and federal law requires the Commission to provide an opportunity for regulated utilities to earn a reasonable return on their investment and recover reasonable costs associated with providing public utility services.
