Montana PSC Elects New Leadership and Welcomes Commissioner Welborn

The Montana Public Service Commission voted to elect its new leadership, selecting Commissioner Brad Molnar (R-Laurel) as its president and Commissioner Jennifer Fielder (R-Thompson Falls) as its vice president.

Molnar previously served on the PSC from 2004 through 2012 and was elected again in November 2024 from PSC District 2 in Southern Montana, which includes parts of Billings and Bozeman. In between his terms on the PSC, Molnar represented Senate District 28 in the Montana Legislature.

“I am humbled to have been elected with a unanimous vote of my colleagues,” said Molnar. “With Commissioner Fielder agreeing to stay on as the vice president to help with the budget before the Legislature and policy changes, this will hopefully be a smooth legislative session for our agency. With the Governor’s budget restoring lost personnel, we expect to be able to better and more timely serve the families and employers that rely on us, as well as the utilities that serve us. I am also pleased that Commissioner Pinocci will continue to be highly involved in planning for fire mitigation and transmission transformation. Both are the key issues of the day.”

Fielder has served on the PSC since 2020 and was reelected in 2024 from PSC District 4 in Northwest Montana, including parts of Missoula and Kalispell. Previously, Fielder represented Senate District 7 in the Montana Legislature.

“It is an honor to continue in the role of Commission Vice President to provide continuity in agency management and build upon the excellent strides made here in the last four years,” said Fielder. “A well-run agency is vital to support the Commission’s objectives, which include energy security for Montana, keeping the trains on the tracks, and facilitating responsible public services in all the industries we regulate.”

In addition to electing its new leadership, the PSC welcomed Commissioner Jeff Welborn (R-Dillon). In November, voters in Southwest and Central Montana elected Welborn to represent PSC District 3, which includes Butte, Lewistown, and parts of Helena and Bozeman.

“I’m excited to work alongside my colleagues, regulated companies, and utility customers across the state to ensure we all have access to reliable and affordable utility services,” said Welborn. “Looking ahead to the next four years, I will prioritize strengthening our energy grid and producing more energy exports to lower rates for everyone.”

The PSC regulates private investor-owned natural gas, electric, telephone, water, and sewer companies, certain motor carriers, and oversees natural gas pipeline safety and intrastate railroad safety. The PSC works to ensure that Montanans receive safe and reliable service from regulated public utilities while paying reasonable rates.
