REGISTRATION

Telecommunications Carriers, Service Providers, and Billing Aggregators must register with the Montana Public Service Commission.

All providers of telecommunications services in Montana (whether regulated or not regulated) are required by state law to register with the PSC. Service providers and billing aggregators must also register with the PSC as a prerequisite for billing Montana telephone accounts.

A company would need ONLY a telecommunications carrier registration if they provide telecommunications service in Montana and do their own billing.

A company would need ONLY a service provider registration if they provide a product or service other than telecommunications service AND bill through a billing aggregator onto a local phone bill for that service.

A company would need BOTH a telecommunications registration and service provider registration if they provide telecommunications service AND bill through a billing aggregator onto a local phone bill. 

Billing aggregators and billing agents may not provide billing services for a service provider unless the service provider is registered with the PSC. The PSC may revoke the registration of a billing aggregator that bills for an unregistered service provider. Similarly, a billing agent must verify that a billing aggregator is registered with the PSC in order to include that billing aggregator’s charges on Montanans’ telephone bills. Billing aggregators and billing agents will find lists of registered billing aggregators and service providers on the Montana PSC website.

• A billing agent is a telecommunications carrier that includes in a bill that it sends to a customer a charge for a product or service offered by a service provider. 
• A service provideris any entity, other than the billing agent, that offers a product or service to a customer, the charge for which appears on the bill of a billing agent.
• A billing aggregatoris any entity, other than a service provider, that forwards the charge for a product or service offered by a service provider to a billing agent.
